The BCA Awards for Construction Excellence accord recognition to construction projects which have been judged to have demonstrated performance excellence in Singapore.
The Awards aim to:
- Serve as an incentive for contractors operating in Singapore to pay particular attention to high standards of management, technical expertise and workmanship and
- Provide an avenue through which competition for work excellence may be enhanced.

BCA Construction Excellence Awards - Introduction of Quality Mark Scheme as evaluation criteria for private residential and mixed development building projects
From Awards 2006 onwards, participation in the BCA Quality Mark for Good Workmanship Scheme will be taken into consideration for all private residential and mixed development projects nominated for the BCA Construction Excellence Awards. Additional points will be awarded for projects, which have successfully completed the Quality Mark assessment as they demonstrate a higher consistency in quality achievement.
The BCA Quality Mark for Good Workmanship Scheme was launched on the 1 July 2002 to help developers meet the rising expectation of Singaporeans for better quality homes. The scheme is currently applicable to private residential building projects and the residential part of mixed development projects.
The scope of the scheme covers the following:
1. 100% internal finish assessment to all residential units found within the development
2. 100% water ponding test to the completed flooring of all bathrooms found within each residential unit
3. Random in-process inspection for these processes:
a. Waterproofing installation to bathrooms
b. Marble/tile installation
c. Timber/parquet installation
d. Window installation
A Quality Mark Certificate will be issued to individual apartment unit that achieve the stipulated quality workmanship standard (a minimum internal finish score) set by BCA, provided no leakage were detected in the unit's bathrooms during the water ponding test verification process and during the CONQUAS window water tightness test.
Any unit that fails to meet the above requirements will not be issued the Quality Mark. Developers can request for re-scoring for those units that fail to meet the stipulated score provided the defects are rectified before the conduct of the re-score. Homebuyers will be issued the Quality Mark Certificate through the developer.
