Background 

To steer the industry towards raising productivity, BCA had worked with various government agencies to formulate a masterplan for the development of multi-storey and higher density Integrated Construction and Precast Hubs (ICPHs) with land set aside on a longer 30-year lease term for precast, prefabrication and other construction and related uses.

Besides housing production and storage of precast concrete components, these ICPHs could be used for other suitable construction-related activities, such as prefabrication of components, storage and maintenance of formwork, storage and maintenance of construction plant, equipment and machinery, foreign workers dormitory, etc.

Last year, BCA led an industry delegation on a business trip to Germany to facilitate business collaboration between our precast sector and the German and other European precast concrete production equipment and IT system suppliers as well as consultants. First Land Tender for ICPH

BCA has launched the first land parcel tender for the ICPH on 16 May 2012 through GeBIZ, the procurement portal for the Government, ministries and departments of Government and statutory boards at www.GeBiz.gov.sg. The site is at Kaki Bukit and the closing date for the tender is 3.00 p.m. on 14 August 2012.

Tenders submitted would be evaluated based on a Concept and Price approach (2-Envelope system). To help you to have a better understanding of the Concept of an ICPH, the evaluation criteria for Concept Proposal and how to go about preparing your Concept Proposal for submission, we would like to invite interested parties to attend a tender briefing session. Funding under Construction Productivity and Capability Fund

Under BCA’s Construction Productivity and Capability Fund (CPCF), the Productivity Improvement Projects (PIP) Scheme encourages companies to carry out projects that will build up their capability and improve their work processes to achieve higher productivity gains.

For precasters, the grant supports up to 50% of development project cost for the upgrading of production lines or other work processes but capped at $500,000 per application generally.
