Construction Workforce Registration  System(CWRS)
The Construction Workforce Registration System (CWRS) is an online portal for CoreTrade and Multi-skilling registration and the renewal of Direct R1 eligibility.

Construction personnel who are eligible for registration include locals as well as suitable longer-staying and experienced or qualified foreign workers.

Foreign construction work permit holders registered in any of these schemes are considered higher-skilled workers under the tier-levy scheme with extended period of employment.

System Update Notice 
We are aware that some firms have previously received notifications indicating their UEN (Unique Entity Number) is not registered with the BCA CRS. This issue has been resolved through collaboration with our IT vendor. You may now proceed to log into CWRS.

From 15 August 2025, both new applications and renewals can now be submitted using FIN/NRIC (including e-services portal). Individual applicants can access the system by logging in via SingPass, while company representatives by using CorpPass. SingPass (business user)
Besides the employer, only business users who are authorised CorpPass users  (i.e. entity authorized by the employer) can access worker records through the Construction Workforce Registration System (CWRS).

Multi-Skilling Registration 
With effect from 1 August 2025, 9am, the Multi-Skilling application fee will be subject to a fee of $22.00 (inclusive of GST)

Coretrade Registration
From 1 Oct 2024, the payment amount of $15 for the CoreTrade registration is inclusive of the 9% GST. 


Multi-Skilling Registration (Safety Pathway)
With effect from 15 Jan 2023, applicants must submit proof of their safety training downloaded from MOM's Training Record System (TRS) (if the safety training was conducted after Dec 2017). Please see detailed information at Multi-Skilling Registration homepage.
