MECHANICAL ENGINEERS
(AMUSEMENT RIDES SAFETY DEPARTMENT, BUILDING PLAN AND MANAGEMENT DIVISION)

You will review the submission of the design and calculations, drawings and conformance to safety standards of amusement rides. You will also be required to inspect new and existing rides to make sure these comply with applicable requirements, regulations, and codes. In this capacity you will coordinate with the specialist professional engineers engaged by the owners. Work is performed both indoors and outdoors. This may include inspection work at odd hours at night. You will perform regular and recurring duties with general supervision. Good oral communication and report writing skills is essential. The position is a full time position requiring a minimum of 42 hours per week.

Requirements

  • A degree in mechanical engineering from a university recognised by the PE Board.
  • Registered/attaining registration as a professional mechanical engineer with the Professional Engineers Board.
  • Must have minimum of 7 years experience in amusement ride engineering, or in related fields such as pressure vessels, rail, lifting equipment or marine industry.


ENGINEER
(BUILDING MANAGEMENT DEPARTMENT, BUILDING PLAN & MANAGEMENT MANAGEMENT DIVISION)

You will play a major role in administering the building regulations. You will be part of the team to develop and review technical requirements for maintenance of building and exterior features. You will be required to carry out studies and implement processes and programs to ensure the built environment is safe and well maintained.

Requirements

  • A degree in civil engineering.
  • At least 3 years of working experience in the building and construction-related industry.
  • Good writing and communication skills.


SENIOR OFFICER
(BUILDING MANAGEMENT DEPARTMENT, BUILDING PLAN & MANAGEMENT MANAGEMENT DIVISION)

You will play a major role in administering the Building Maintenance and Strata Management Act (BMSMA). You will be part of the team to review policies, implement processes and conduct studies in relation to strata management.

Requirements

  • A degree in a building-related discipline.
  • At least 3 years of experience in managing strata developments.
  • Good writing and communication skills.


ENGINEER/ARCHITECT
(BUILDING PLAN AND UNIVERSAL DESIGN DEPARTMENT/BUILDING PLAN AND POLICY DEPARTMENT)

You will play a major role in administering the building regulations. You will be responsible for approving submissions on building plans including the designs related to safety, environmental sustainability and barrier-free accessibility; granting temporary occupation permits and certificates of statutory completion; reviewing and developing strategies, policies and processes in relation to Building Control; and working closely with related agencies to develop and facilitate a pro-business environment for the industry. .

Requirements

  • A degree in civil/mechanical engineering or architecture
  • Good analytical, communication and interpersonal skills
  • At least 3-4 years of experience in building design is preferred


TECHNICAL OFFICER
(BUILDING PLAN AND UNIVERSAL DESIGN DEPARTMENT/BUILDING PLAN AND POLICY DEPARTMENT)

You will play a major role in administering the building regulations. You will be responsible for:

    ENGINEER (CIVIL/STRUCTURAL)
    (BUILDING ENGINEERING DIVISION)

    You will be part of the team that process and approve structural plans and calculations of the buildings submitted by professional engineers and accredited checkers. You are required to perform audit checks on selected structures, conduct construction site checks and take proactive actions to prevent damages to adjacent properties. You are also expected to investigate into complaints on buildings that are dangerous and assess their structural integrity and safety.

    Requirements

    • A degree in civil & structural engineering.
    • At least 4 years of working experience in structural design and analysis of buildings or infrastructures
    • Preferably a registered professional engineer with Professional Engineers Board Singapore or at least pass the Fundamentals of Engineering Examination


    SENIOR EXECUTIVE ENGINEER (CIVIL/STRUCTURAL)
    (TRANSIT SHELTER ENGINEERING DEPARTMENT)

    You will vet and process civil or mechanical or electrical engineering plans of civil defence shelters and key installations submitted by registered professionals, conduct regulatory site checks during construction, and participate in commissioning tests. In addition, you will provide specialist support to other agencies on shelter and building security matters.

    Requirements

    • A degree in the relevant branch of engineering from a university recognised by the Professional Engineers Board for registration as a professional engineer. Those who possess qualifications in the field of protective engineering will have an added advantage.
    • Preferably a registered professional engineer with Professional Engineers Board Singapore or at least pass the Fundamentals of Engineering Examination.
    • At least 8 years of design experience in building engineering works.


    ENGINEER (CIVIL/STRUCTURAL)
    (ENFORCEMENT & STRUCTURAL INSPECTION DEPARTMENT, SPECIAL FUNCTIONS DIVISION)

    You will be part of the team that administer periodic structural inspection of existing buildings. You are required to process reports submitted by professional engineers, carry out site inspections and institute enforcement actions against non-compliance with dangerous building order and unauthorised building works or structures. You are also expected to deal with other building control and regulatory functions.

    Requirements

    • A degree in civil & structural engineering.
    • Preferably a registered professional engineer with Professional Engineers Board Singapore or at least pass the Fundamentals of Engineering Examination.
    • At least 5 years of working experience in building engineering works.


    TECHNICAL OFFICER / SENIOR TECHNICAL OFFICER
    (ENFORCEMENT & STRUCTURAL INSPECTION DEPARTMENT )

    You will be part of the team that administers periodic structural inspection and manages the structural safety of existing buildings. You are required to serve inspection notices to building owners and monitor their compliance, carry out site inspections and institute enforcement actions of unauthorised building works or structures. You are also expected to assist engineers to deal with other building control and regulatory functions.

    Requirements

    • A diploma in building or construction related discipline.
    • At least 3 years of working experience (or at least 5 years for senior post).
    • Good writing and communication skills.


    ENGINEER/SENIOR DEVELOPMENT OFFICER (Post A)
    (COASTAL & PROJECT MANAGEMENT DEPARTMENT, SPECIAL FUNCTIONS DIVISION)

    The department plays the leading role in developing and implementing strategies to protect and manage the country's shorelines. Your job scope includes working with various other organizations to plan, identify and carry out studies, and implementing the shoreline protection measures. There will be opportunities for training, local and overseas, and hands-on experience through involvement in shoreline protection studies or projects. You should nevertheless have good knowledge of subjects related to shoreline protection and management. Ability to write and present reports is essential.

    Requirements

    • A degree in civil/coastal/environmental engineering or related discipline.
    • At least 3 years of working experience. Those who have shorter work experience but extensive involvement in coastal engineering/protection/management projects or researches can also apply.
    • Good writing and communication skills are essential.


    ENGINEER/SENIOR DEVELOPMENT OFFICER (Post B)
    (COASTAL & PROJECT MANAGEMENT DEPARTMENT, SPECIAL FUNCTIONS DIVISION)

    The department manages a variety of projects, including shoreline protection, coastal structures maintenance, infrastructure and private estate upgrading projects. The work covers the complete cycle of project management, from project inception to finalisation of project accounts. Your job includes planning of the project programme, engagement and management of the consultants and contractors, contract administration and ensuring the successful closure of all projects. Your job also requires frequent liaison with various authorities and public agencies.

    Requirements

    • A degree in building or construction discipline.
    • At least 3 years of relevant working experience.
    • Good writing and communication skills are essential.
    • Good interpersonal relationship skills.
    • Those with experience in project or contract management and knowledge of the government procurement procedures would have an advantage.


    TECHNICAL OFFICER
    (COASTAL & PROJECT MANAGEMENT DEPARTMENT, SPECIAL FUNCTIONS DIVISION)

    The department manages a variety of projects, including shoreline protection, coastal structures maintenance, infrastructure and private estate upgrading projects. You will assist the project managers in all aspects of the project management work which include planning of the project programme, engagement and management of the consultants and contractors, contract administration and ensuring the successful implementation of all projects. The work also requires frequent liaison with various authorities and public agencies.

    Requirements

    • A diploma in building or construction related discipline.
    • At least 3 years of working experience .

    • Those with experience in project or contract management and knowledge of the government procurement procedures would have an advantage.


    SENIOR DEVELOPMENT OFFICER
    (PROCUREMENT POLICIES DEPARTMENT, BUSINESS DEVELOPMENT DIVISION)

    You will play a major role in conceptualising and formulating policies and practices to develop the Architectural, Engineering and Construction industry, including public sector procurement of construction and its related services. You will be responsible for developing and implementing the framework and guidelines in the respective areas. This includes the public sector standard conditions of contracts, public sector procurement models for construction and consultancy services, payment issue and developing the capabilities of the industry.

    Requirements

    • A degree in civil & structural engineering or construction related degree.
    • At least 2 years experience in construction industry.
    • Strong analytical, writing, and interpersonal skills.


    PROJECT OFFICER
    (ECONOMICS RESEARCH DEPARTMENT, BUSINESS DEVELOPMENT DIVISION)

    You will assist the senior officers in the conduct of construction economic or cost studies, compilation of global and local indicators and administration of statistical surveys which includes data verifications, setting up and maintaining databases.

    Requirements

    • A diploma in business-related discipline or quantity surveying.
    • At least 2 years of working experience.
    • Experience in construction cost estimation, conducting of statistical surveys or knowledge in accounting will be an added advantage.
    • Meticulous with data and good interpersonal skills.


    SENIOR DEVELOPMENT OFFICER
    (PRODUCTIVITY DEVELOPMENT (INDUSTRY) DEPARTMENT, CONSTRUCTION PRODUCTIVITY CENTRE)

    The department is administering the Productivity Improvement Project (PIP) Scheme. It is one of the financial incentive schemes under the $250 million Construction Productivity and Capability Fund. You will be appointed as an Account Manager to guide contractors in submitting their applications for the PIP grant. You will also help to promote productive construction technologies and work processes to improve site productivity.

    Requirements

    • A recognised construction-related degree.
    • At least 3 years of working experience.
    • Outgoing, good writing and articulation skills.


    SENIOR DEVELOPMENT OFFICER
    (BUILDABILITY DEVELOPMENT DEPARTMENT, CONSTRUCTION PRODUCTIVITY CENTRE)

    You will have the opportunities within the Construction Productivity Centre to experience the regulatory and promotional functions of BCA. The key areas of emphasis are buildable design, precast construction, constructability, new construction technologies and innovations.

    You will be given the opportunities to (a) assist in formulating regulatory requirements and carry out compliance checks relating to buildable design and constructability, (b) understand trends of technology adoption and construction site productivity, (c) promote new technologies/products that help to enhance productivity. There are opportunities for self development through training both locally and overseas.

    SENIOR DEVELOPMENT OFFICER
    (PRACTICES AND RESEARCH DEPARTMENT, CONSTRUCTION PRODUCTIVITY CENTRE)

    You will conduct studies on issues that have an impact on the productivity level of the construction sector, including those related to industry practices. You will also be responsible for monitoring the latest development in construction productivity. By drawing reference from international and local case studies, you are expected to research, formulate and implement initiatives to raise the productivity levels of all the industry players along the construction value chain.

    SENIOR DEVELOPMENT OFFICER
    (MANPOWER PLANNING DEPARTMENT, MANPOWER & STRATEGIC POLICY DIVISION)

    You will assist in the formulation and implementation of manpower development programmes to build a professional and progressive workforce in the building and construction sector. Specifically, you will formulate and implement:

  • Marketing and promoting barrier-free accessibility and universal design to industry partners
  • Policies and measures to ensure adequate supply of workforce from managerial and professional levels to the tradesmen level
  • Policies and programmes to raise the quality, competency and professionalism of the workforce.

    SENIOR HUMAN CAPITAL OFFICER
    (HUMAN CAPITAL DEVELOPMENT DEPARTMENT, MANPOWER & STRATEGIC POLICY DIVISION)

    The Human Capital Development (HCD) Dept comes under the Manpower & Strategic Planning Division and is involved in key HR matters including succession planning, talent management and staff development. You are expected to develop and implement the competency framework for our key areas of work and to manage the development of our specialists.

    Requirements

    • A degree in human resource or related discipline, preferably with Post-Grad Diploma in Human Resource Development or Human Resource Management.
    • At least 5 years of working experience in a leadership role in the area of human resource development. Preferably with experience in the development and implementation of competency framework.
    • Good interpersonal and communication skills.

    TECHNICAL OFFICER
    (MANPOWER PLANNING DEPARTMENT, MANPOWER & STRATEGIC POLICY DIVISION)

    You will be part of the team to attract new entrants into the construction sector through BCAs manpower development programmes and career promotion initiatives. Your responsibilities include working with firms who participate in the programmes and reaching out to students and jobseekers.

    Requirements

    • A construction-related diploma.
    • Preferably with 1 to 2 years working experience.
    • Good IT skills.


    PROJECT OFFICER
    (MANPOWER DEVELOPMENT DEPARTMENT, MANPOWER & STRATEGIC POLICY DIVISION)

    You will be part of the team that administer the deployment of registered construction personnel. Some of your key responsibilities will include planning and implementing audit, reviewing manpower programmes submitted by builders, conducting surveys and industry briefings to facilitate the understanding of Coretrade requirements.

    Requirements

    • A construction-related diploma.
    • At least 2 years of working experience in the the construction industry and have a good understanding of industry practices.
    • Good command of English with strong writing and analytical skills.


    TESTING ADMINISTRATION OFFICER
    (MANPOWER DEVELOPMENT DEPARTMENT, MANPOWER & STRATEGIC POLICY DIVISION)

    You will be part of a dynamic team handling skills certification administrative duties. Your responsibilities include registration and processing of applications, processing of skills test results, verification the identity of workers, statistical compilation and liaison with companies and applicants.

    Requirements

    • A diploma in construction-related discipline or business, preferably with 1-2 years of working experience.
    • Good interpersonal and communication skills.
    • Those with experience in course or test administration will have an added advantage.


    SKILLS ASSESSMENT OFFICER
    (MANPOWER DEVELOPMENT DEPARTMENT)

    BCA conducts skills certification to meet the construction industry's needs for skilled manpower. You will be part of a team conducting skills testing and development of skills standards for construction workers.

    Requirements

    • A civil engineering or building diploma, with at least 3 years relevant site experience.
    • Required to travel extensively for overseas assignments (2 to 3 weeks per trip).
    • Strong writing skills.
    • Those with experience in site supervision, especially in relation to quality control, will have an added advantage.


    SENIOR HUMAN RESOURCE OFFICER
    (HUMAN RESOURCE AND ADMIN DEPARTMENT, CORPORATE DEVELOPMENT DIVISION)

    You will be responsible for identifying the training needs of the organisation. You will assist in developing and implementing Total Learning Plan to meet the line Divisions objectives. You will need to execute and manage all administrative documentation and procedural requirements related to Training and Development and source for and liaise/network with training providers to deliver identified training programmes.

    Requirements

    • A degree in human resource or related discipline, preferably with Post-Grad Diploma in Human Resource Development or Human Resource Management.
    • At least 5 years of working experience in the area of training and development. Preferably with experience related to People Developer Certification preparation.

    LEGAL OFFICER
    (LEGAL DEPARTMENT, CORPORATE DEVELOPMENT DIVISION)

    You will provide overall legal support to BCA on regulatory issues as well as legal advice in the area of general corporate and commercial contracts. Your responsibilities include assisting the various divisions in the initial drafting of proposed amendments to the Statutes and Regulations under the purview of BCA; providing legal advice in the enforcement of the said Statutes and Regulations; drafting, reviewing and providing sound legal advice on a broad range of corporate and commercial contracts (including tenders); developing and setting in place internal legal processes and guidelines for the various divisions.

    Requirements

    • At least a good honours degree with 3-5 years PQE in private practice or in-house and is called to Singapore Bar or other Commonwealth jurisdictions.
    • Corporate work experience would be an advantage.
    • A positive attitude, good interpersonal and effective communication skills.
    • Possess strong analytical skills.

    SENIOR INFORMATION TECHNOLOGY/INFORMATION TECHNOLOGY OFFICER
    (INFORMATION TECHNOLOGY DEPARTMENT, CORPORATE DEVELOPMENT DIVISION)

    You are required to work closely with the various BCAs business units to manage the implementation and maintenance of IT application systems to meet the business needs of the organisation.

    Requirements

    • A degree in computer science or other related qualifications.
    • At least 2 years experience in managing IT projects.
    • Good leadership quality with team building skills and willingness to coach and share knowledge.
    • Well versed and proficient in MS.Net development tools and web-based application. Priority will be given to candidates who are also conversant with MS.Net Technologies such as Asp.NET, VB.NET, C#, AJAX, ADO.NET, OLEDB MS SQL 2005/2008 database & reporting services.
    • Familiar with HTML, DHTML, XML.

    You will oversee office administration including tender administration, procurement of office equipments, stationary items. You will also be required to oversee office improvements and renovations.

    Requirements

    • A degree in business administration, business management or equivalent.

    CUSTOMER RELATION MANAGER
    (CORPORATE DEVELOPMENT DIVISION)

    Your key responsibilities will be as follows:

  • Develop Customer Relationship Management (CRM) programmes and activities
  • Conduct profiling and mining of databases to identify customer segments
  • Handle staff and customer escalations
  • Proactively identify areas for operational improvement
  • Meet overall call monitoring goals
  • Manage and supervise staff manning counter services and telephone enquiries.

    SENIOR DEVELOPMENT OFFICER
    (GREEN BUILDING POLICY DEPARTMENT, TECHNOLOGY DEVELOPMENT DIVISION)

    You will be part of a team that undertakes the implementation of mandatory submission of energy consumption and energy-related data to BCA by utilities companies and building owners. You will be involved in collection, verification, and analysis of energy data, statistics, and information. You will also be involved in planning and development of policies on green buildings and energy efficiency. You will also be tasked to assist in the administration of various Green Mark Incentive Schemes.

    Requirements

    • A degree in mechanical & electrical engineering or building discipline.

    SENIOR DEVELOPMENT OFFICER

    You will be part of the team to drive R&D efforts for Green Buildings. You will be involved in (1) developing action plans and implementing strategies identified; (2) working with private sector, public agencies, local and overseas research community to scope suitable research projects for Green Building; (3) managing and administering the R&D grants.

    You will be part of a team that will drive Sustainable Buildings and Construction policies and initiatives. You will be involved in (1) formulating, implementing and monitoring sustainable construction policies, (2) promoting sustainable construction practices and technologies to the industry, (3) managing research projects and conducting studies related to sustainable buildings with local and overseas stakeholders.     PROGRAMME COORDINATOR
    (BCA CENTRE FOR SUSTAINABLE BUILDINGS, a CENTRE COLLABORATING WITH UNITED NATIONS ENVIRONMENT PROGRAMME (UNEP))

    You will be part of a team that will drive sustainable buildings related projects in Southeast Asia region in collaboration with UNEP and its regional partners. You will be involved in (1) managing regional projects and conducting studies related to sustainable buildings with international experts and regional stakeholders, (2) planning and coordinating BCAs collaborative project activities with UNEP, (3) exploring and preparing project proposals related to sustainable buildings to local and international funding agencies. Candidate is expected to travel overseas and liaise with project partners.

    BCA Academy of the Built Environment is the education and research arm of the BCA. The Academy provides quality training and research programmes for the advancement of the building industry and the development of an excellent built environment.

    LECTURER (MECHANICAL ENGINEERING / BUILDING SERVICES)

    Your key role is to conduct Diploma and Certificate training programmes. You will also assist in developing teaching materials and collaborate with external expertise on delivering new training programmes.

    Requirements

    • A degree in civil or structural engineering, preferably with masters from a recognised university.
    • At least 3 years of work experience involving in Workplace safety and health.
    • Strong writing, communication and interpersonal skills.
    • Creative and able to multi-task in a fast-paced environment.


    COURSE MANAGER/LECTURER
    (SCHOOL OF GRADUATE & MANAGEMENT DEVELOPMENT)

    Your key role will be as follows:

  • Establishment and management of training programmes for professionals and executives in building and construction industry
  • Development of programme curriculum, course materials and the co-ordination of programme delivery
  • Formulation and oversight of partnerships with academic institutions, industry associations or subject experts
  • Organisation of seminars & conferences
  • Requirements

    • A degree in engineering, architecture or any building related disciplines
    • A minimum of 5 years experience in design consultancy, project development / management or construction management
    • Have an interest to teach
    • Ability to work independently and in teams


    TRAINING ADMINISTRATIVE OFFICER
    (CORPORATE SERVICES OFFICE)

    You will be part of a team handling course administrative duties that include registration and processing of applications, progress monitoring, statistical compilation and liaison with applicants.

    Requirements

    • A polytechnic diploma in construction-related or business discipline.
    • At least 1 to 2 years of working experience.
    • Experience in course administration will be an added advantage.

    Successful candidates will be offered contract employment. The remuneration package offered shall commensurate with qualification and experience.
