Construction
Registration of Tradesmen, or
CoreTrade, is a registration scheme, administered by the
Building and Construction Authority, for skilled and
experienced construction personnel in the various key
construction trades.
In the
Building Control (Amendment) Act 2007, one of
the key amendments that were introduced was the
licensing of builders. As a condition to be met
for the Builders’ Licence, licensed Class 1 General
Builders are required to deploy a minimum number of
CoreTrade personnel in their projects of value
S$20million and more.
CoreTrade personnel may qualify as “Higher Skilled”
under Ministry of Manpower (MOM)’s
Foreign Worker Levy Scheme.
Objectives
This scheme was introduced to allow
the construction industry to build up its core group
of competent and experienced workers in key
construction trades who will serve to anchor and
lead the construction workforce, and raise its
quality and productivity levels. CoreTrade provides
a platform to retain the better and more experienced
workers by providing a clear career progression path
and giving them due recognition. It will allow one
to move from a basic skilled worker, to a registered
CoreTrade tradesman specializing in specific trades,
progress to become a registered CoreTrade trade
foreman and eventually a CoreTrade Supervisor. The development of a core group of
construction personnel will support the industry’s
role in shaping our built environment, supporting
Singapore’s economic growth and enhancing the
quality of life of our people.
