Isolation Sub-Plots

BCA offers storage plot(s) at Pasir Ris Aggregate Terminal (PRAT) and Tuas Aggregate Terminal (TAT) for isolation (formerly known as 'quarantine') use under the Stage 2 test requirement. As BCA will allow up to 4 users to use each storage plot for isolation purposes, the sub-divided plots will hereafter be referred to as Isolation Sub-Plots (formerly known as 'Quarantine Sub-Plots').

Joint Shipment

With the need for isolation of the first consignment of materials from sources new to the importers under the new test regime, BCA introduces a new "Joint Shipment" concept. This concept facilitates the sharing of shipments among importers of aggregates. Under this arrangement, the shipping agent (called the "Shipper") for each joint shipment is fully responsible for the following:

  1. The unloading process at the aggregate terminal.

  2. Ensuring that all tenants and non-tenants in the joint shipment abide by the terms and conditions stipulated by BCA. For instance, the Shipper has to ensure that all the tenants in the joint shipment unload their aggregates at their respective tenant storage plots assigned by BCA near the aggregate terminal. The Shipper also has to ensure that all isolation aggregates in the joint shipment are directly transported to their respective isolation sites which are pre-approved by BCA.

  3. Aggregates imported by the Shipper in one vessel / barge can be for both isolation and non-isolation purposes. However, the aggregates for isolation and non-isolation must be distinctly different in terms of type and sizes. To illustrate, sand and 20mm aggregates are distinctly different and can be distinguished, but not M-sand and granite dust.

  4. The Shipper is required to list down clearly the different consignments of aggregates on the barge/vessel, the respective importers (and tenancy status), the type/amount of aggregate for each consignment, and whether the consignment is of Stage 2 status (ie. need for quarantine) in the Landing Permit Application form.

  5. The Shipper is required to identify the tenants, non-tenants, transit non-tenants and isolation tenants among the importers in the Landing Permit Application Form. For those consignments of aggregates to be isolated, the shipper is required to list down the address of the isolation site.

  6. The Shipper is required to pay a Security Deposit for importing the aggregates to BCA’s aggregate terminals. The Security Deposit is S$30,000.00 per terminal.

  7. The Shipper is required to pay all necessary fees for use of the berthing facilities on behalf of his importers.
