Workforce Development: Workforce Training and Upgrading

What is it?

The Workforce Training and Upgrading Scheme co-funds the costs of selected skills assessment and training courses to upgrade the skills of workforce in the built environment.

Who is it for?

Firms in the construction sector with local or foreign workforce who meet the qualifying criteria may apply to the Scheme for funding support for training courses and assessment approved by BCA.

How Much?

Types of supportable courses Funding support

(a)  Familiarisation course and skills assessment for CoreTrade registration *

Up to 80%
(b)  Training and certification in selected higher value-adding qualifications at supervisory level that are approved by BCA. Please click here. Up to 80%
(c)  For locals only - Selected Professional Managerial Executive and Technical personnel's (PMETs) courses that are approved by BCA. Please click here. Up to 50%

* BCAA conducts familiarisation courses to prepare candidates for the skills assessment. The familiarisation courses are also available at various BCA Approved Training and Testing Centres (ATTC). Qualifying Criteria

For local participants (i.e. Participants who are Singapore Citizens or Singapore Permanent Residents):

  •        Achieved at least 75% course attendance rate; and

  •        Sat for the assessments.

Note: For a particular course, if SDF funding is applicable, the participants should tap on the SDF.

For foreign participants:

  •        Must possess at least 4 years of construction experience in Singapore;

  •        Achieved at least 75% course attendance rate; and

  •        Sat for and pass the assessments.

How to apply ?

The Workforce Training and Upgrading (WTU) Scheme is now open for application for approved courses and skill assessments that commence on or after 1 June 2010.

Application

1.   Application Form shall be submitted by Employers to approved Training Providers together with the relevant course / assessment enrolment form by hand or by post at least one (1) working day before the start of the approved course or skill assessment.

 

2.   Application Form must be submitted together with all necessary supporting documents, including the following and such other documents as may be specified by BCA:-

  •        Employers must submit a copy of their business profile printed from the Accounting and Corporate Regulatory Authority (ACRA)’s QuestNet online portal.

  •       For Employers of Local Participants, application/declaration form must be accompanied by a photocopy of each participant’s NRIC (front and back).

  •       For Employers of Foreign Participants, application/declaration form must be accompanied by a photocopy of each participant’s valid work permit or S-pass or Employment Pass (front and back) and a copy of his employment records obtained via ‘Work Permit Online’ at MOM’s website as proof of his years of construction experience in Singapore.

  •       Actual Copy of CoreTrade Acknowledgement Notice, where applicable.

Claims

1.  Claims shall be submitted only after the Participants’ completion of the approved courses / assessments and the release of examination / assessment results, and within ninety (90) days of the release of examination / assessment results.

 

2.   Employers shall only submit claims in respect of the Foreign Participants enrolled for the Approved Course or Assessment. Claims in respect of Local Participants will be submitted by Training Provider on behalf of Applicants as authorized during fund application.

 

3.   Claim Form must be submitted together with all necessary supporting documents, including the following and such other documents as may be specified by BCA:-

  •       Examination or assessment result slips

  •       Notification of Release of Results

  •       Tax invoice or official receipt received for payment made to approved training providers

Frequently Asked Questions

1. Are foreign personnel eligible for the funding support?
Yes, local and foreign construction personnel are eligible for training fund support if they meet the criteria. However, foreign PMETs are not eligible for funding for PMETs courses. Firms must apply for the funding support on behalf of their employees.

2. Are Goods and Services Tax (GST) funded under the Workforce Training and Upgrading Scheme?
GST will not be covered under the Scheme. The reimbursement of 80% of the training and assessment fees is before GST.

3. Is there a limit to how many applications I can make for the workers in my company?
There is no limit to the number of applications that your company can make if your workers are eligible. However, each worker can be supported under this fund only once.

4. Can other courses not recognised as higher qualification training in your list of courses be funded under the Scheme if they improve productivity?
No. Only courses approved by BCA and listed in BCA’s website can qualify for the funding support.

5. Is there a time limit to make a claim?
Claims must be made within ninety (90) days of the release of examination / assessment results.

6. When can we start making a claim for the fund support?
Funding support will start on 1 June 2010. Your company can make the application for a claim for workers who have completed their courses and passed their examinations, on the condition that the courses began on or after 1 June 2010.
