Trade Tests at SEC(K) level

BCA introduced trade tests at Skills Evaluation Certificate (K) or SEC(K) level in Feb 2000. Only those who pass both the written and practical components of the test will be awarded the SEC(K) certificate. The syllabus and sample test papers for relevant trades are available at the Singapore’s offices of the OTCs. Currently, the following trades are available for testing at the OTCs; Steel Reinforcement Work (SR), Timber Formwork (TF), Metal Formwork (MF), Plastering (PL), Tiling (TL), Bricklaying (BL), Welding (WD), Pipefitting (PF) and Structural Steel Fitting (SSF), Doors & Windows (Aluminium)-AWD, Doors & Windows Installation (Timber)-TD, Glazing (GL), Interior Drywall Installation (IDW), Suspended Ceiling (Acoustial)- AC, Electrical Wiring Installation (EWI), Plumbing and Pipefitting (PPF), Ducting and Aircon Ventilation (DAV), Fire Sprinkler Installation (FSI), Lift Installation (LI), Thermal Insulation (TI).

Terms and Conditions For Acceptance of Trade Test Registration

BCA reserves the right to cancel, without notice the trade tests that have been scheduled and registered; and the acceptance of the registration of trade tests is subject to the following:-

The relevant OTC and BCA will only respectively refund the test administration fee and the test fee collected;

The test registration applicant and its agent shall accept the risks, loss and inconvenience whatsoever that may arise from registering his workers for the trade tests; and undertake to indemnify and keep harmless BCA against all proceedings, suits, actions, claims, demand, costs and expenses whatsoever which may be taken or made against BCA in respect of any loss, damage or whatsoever occasioned directly or indirectly from the cancellation of the tests.

Registration Procedures For Overseas Testing

1.	Upon receipt of the Prior Approval (PA) and two copies of Form T1 (applicant's copy and BCA's copy) from the Construction Permit Section, the contractor/applicant company is required to complete and submit both copies of Form T1 and the original approved PA form to the respective S'pore offices of the selected OTCs. To register for overseas testing, the Prior Approval (PA) is required to be valid for at least 2 months from the closing date for tests in that country. The OTC will record the number of test candidates registered for test and endorse both Form T1 and original PA form, and return the Applicant's Copy of Form T1 to the contractors.
2.	The respective contractors/employers who register their test candidates for trade tests must bring and employ all those who have passed the SEC(K) tests, within 4 months after the test date.
3.	Upon the foreign workers' arrival in Singapore, the employer must, within one week of workers' arrival, bring those who have passed the SEC(K) tests to BCA's Enrolment Unit for identity verification. Work Permit will only be issued to verified workers.
