1.       OBJECTIVE

1.1     The Importers’ Licensing Scheme seeks to regulate importers of essential construction materials so as to ensure a secure and reliable supply in Singapore of acceptable quality.

1.2      “Part VIA Supply of Essential Construction Materials” of the Building and Construction Authority Act, BCA (Importers’ Licensing) Regulations 2011, BCA (Composition of Offences) Regulations 2011 and BCA (Exemption) Order 2011 for licensing importers of essential construction materials (i.e. sand or granite) has commenced on 15 April 2011.  Under section 31V of the BCA Act, “any person who, immediately before the commencement of section 4 of the Building and Construction Authority (Amendment) Act 2009, is in business of importing essential construction materials” shall be entitled to continue for another six months from 15 April 2011.

1.3      As of 15 October 2011, no person shall carry on any business of importing any essential construction material unless the person is authorised to do so under a valid license.

2.       SCOPE

2.1      The Importers’ Licensing Scheme shall apply to a person who is carrying on any business of importing essential construction materials for granite aggregate not more than 75mm and sand. In particular, “sand” excludes any unwashed or unprocessed marine-dredged sand or gravel.

2.2      The following imports of sand and granite will be exempted from the Scheme:-

a)    any consignment of not more that 50 kg or for the sole purpose of coast reclamation works are exempted from the Scheme.
b)    any consignment solely for use in land reclamation works along the coast of Singapore and in any ship or vessel without landing in Singapore.
