Precaster Accreditation Scheme

BACKGROUND

The Singapore Concrete Institute's Precaster Accreditation Scheme was launched on 1st January 2007. The scheme aims to improve the quality and productivity of precasters serving the construction industry. It also provides recognition to precasters who are committed to quality and safety of the production plant and products. The scheme is open to local and overseas precasters which have their fabrication yard located within or outside Singapore.

This scheme is managed by the Singapore Concrete Institute (SCI) as part of the effort to promote greater self-regulation by the industry. The accreditation criteria were developed jointly by the SCI and the Building and Construction Authority (BCA) with inputs from the precasters.

ACCREDITATION GRADING AND ACCREDITATION PROCESS

There are three categories of grading under the accreditation: they are W1, W2 & W3. Waterproofing specialist contractors are assessed using the accreditation criteria during the accreditation audit. Subsequently, the accredited contractor will be assessed annually. Compliance with the criteria is required to retain or upgrade their grading.

ACCREDITATION CATEGORIES & CRITERIA

There will be three Categories of Accreditation:

Category PC1
Precaster that has the financial, manpower, management, plant and design capabilities and track record to produce precast concrete element(s) in respective product group with total contract value more than or equal to S$30 million in the past 3 years.

Category PC2
Precaster that has the financial, manpower, management, plant and design capabilities and track record to produce precast concrete element(s) in respective product group with total contract value more than or equal to S$5 million but less than S$30 million in the past 3 years.

Category PC3

  • GS2 - Prestressed Repetitively ProducedProducts, including all products in GS1
  • GS3 - Prestressed Structural Products, including all products in GS1 and GS2
  • GC1 - Bridge, Railway and Roadwork Structural Products
  • GC2 - Sewerage and Drainage Products
  • GA - Non-Structural Products
The 6 product groups help the industry to identify appropriate precasters for a particular project.

The accreditation criteria are based on the following:
  • Management and Facilities
  • Track Record and Production Drawings
  • Quality Control in Production
  • Productivity

ACCREDITATION PROCESS

Precasters will be assessed using the accreditation criteria during the accreditation audit. Subsequently, the precaster will be assessed annually for compliance in order to retain its grading.

The benefits of the scheme include:

  • Accredited Precasters can pride themselves to be recognised as among the best in the industry, having achieved the required standards in its class of accreditation.
  • The Accreditation Register will be a good source for selection of reliable precasters
  • The scheme will encourage continual improvement and professionalism as Accredited Precasters aspire to upgrade to higher categories
  • Projects assessed under CONQUAS 8th edition and using precast elements supplied by SCI accredited precasters will be given one bonus point to the structural score
