Construction Registration of Tradesmen (CoreTrade)
Construction Registration of Tradesmen, or CoreTrade, is a registration scheme, administered by the Building and Construction Authority, for skilled and experienced construction personnel in the various key construction trades.
In the Building Control (Amendment) Act 2007, one of the key amendments that were introduced was the licensing of builders. As a condition to be met for the Builders’ Licence, licensed Class 1 General Builders are required to deploy a minimum number of CoreTrade personnel in their projects of value S$20million (inclusive of GST) and more.
CoreTrade personnel may qualify as “Higher Skilled” under Ministry of Manpower (MOM)’s Foreign Worker Levy Scheme
This scheme was introduced to allow the construction industry to build up its core group of competent and experienced workers in key construction trades who will serve to anchor and lead the construction workforce, and raise its quality and productivity levels. CoreTrade provides a platform to retain the better and more experienced workers by providing a clear career progression path and giving them due recognition. It will allow one to move from a basic skilled worker, to a registered CoreTrade tradesman specializing in specific trades, progress to become a registered CoreTrade trade foreman and eventually a CoreTrade Supervisor. The development of a core group of construction personnel will support the industry’s role in shaping our built environment, supporting Singapore’s economic growth and enhancing the quality of life of our people.
Registration of CoreTrade Personnel
Workers who are eligible for registration include locals as well as suitable longer-staying and experienced foreign workers who have been working in the construction industry in Singapore. Eligible workers are required to possess a relevant qualification, attend a prescribed familiarisation course and pass a skills assessment. CoreTrade personnel, through registration, are recognized for their competence and experience in their respective trades.
There are 3 classes of CoreTrade personnel:
- Construction Tradesman: A worker who is skilled and engaged in a particular trade.
- Construction Foreman: A worker who supervises and co-ordinates a group of tradesmen in a particular trade.
- Construction Supervisor: A worker who oversees a particular class of construction works.
