INTEGRATED CONSTRUCTION QUALITY ASSURANCE SCHEME



BCA has introduced a new Integrated Construction Quality Assurance (ICQA) scheme. It is an industry specific and outcome based scheme which emphasizes a firm's actual performance.

What is ICQA?
ICQA is a framework for firms to develop a system for quality delivery leveraging on technologies with emphasis on defects prevention to achieve customer satisfaction.

The ICQA framework are as follows:



Ranking of firm's performance
To ensure firms develop their performance holistically, firms will need to achieve minimally 50% of the total marks in each ICQA category. Firms which achieved an overall score of at least 50%, 70% and 85% will be awarded 'Certified', 'Merit' and 'Excellent' rating respectively. The tiered rating will allow firms to benchmark against their peers.



Assessment Method and Effort
ICQA assessment will be jointly conducted by the firm and BCA auditors. Firms will first conduct their self-assessment and submit a report to BCA before the actual assessment by BCA. BCA auditors will focus on the firms' performance instead of checking for procedural compliance.

Assessment Cycle
ICQA certificate is valid for three years with annual surveillance assessment. A renewal assessment is required at the end of the three-year cycle to maintain the certification.

Recognition of ICQA in CRS
ICQA certification is an alternative for ISO/OHSAS registration requirement in CRS for CW01/CW02 A and B grade builders from 1st July 2019.

Firms that are currently registered or going to register under CRS to tender for public sector projects; and wish to set higher standard of performance for themselves could opt for ICQA in lieu of the generic ISO/OHSAS certification.
