Q1 What shall I do when the building works are completed?
Ans You must apply for a Certificate of Statutory Completion (CSC) from the BCA. The building plans for the works must also have already been approved. If all the requirements for CSC cannot be met, you may first apply for a Temporary Occupation Permit (TOP) to occupy the building or part thereof provided that the pre-requisites for TOP can be complied with.

Q2 Can I occupy a newly erected or reconstructed building without a CSC or TOP?
Ans No. You must obtain at least a TOP to occupy the building. It is an offence under the Building Control Act to occupy a building without a CSC or TOP.

Q3 Is a TOP or CSC required before occupation of a conservation building where extensive reconstruction was made?
Ans Yes.

Q4 Does the issuance of TOP or CSC confer title of land?
Ans No. According to the Building Control Regulations, the approval of any plans of building works shall not be taken to confer any title to land.

Q5 When can the site inspection date be booked with the BCA?
Ans The building works must be completed and request made by submitting application using the advance booking request form, BPD_CSC_09.

Q6 Is a TOP required for the use of a unit as a show-flat /show house in a newly completed condominium?
Ans Yes. The pre-requisites for a TOP must be complied with. The building block housing the show flat /show house must be completed. Proper hoarding and barricade must be constructed to separate works under TOP from that under construction

Q7 When do I need to obtain a CSC after the TOP has been issued?
Ans The time frame for you to obtain a CSC will be spelt out in the written direction following the issue of TOP or any grant of extension thereafter, or as per the conditions imposed on the approved building plans. However, for your own benefit, you are advised to obtain the CSC as early as possible.
