Workforce Development: Workforce Training and Upgrading

What is it?

The Workforce Training and Upgrading Scheme co-funds the costs of selected skills assessment and training courses to upgrade the skills of workforce in the built environment.

Who is it for?

Firms in the construction sector with local or foreign workforce who meet the qualifying criteria may apply to the Scheme for funding support for training courses and assessment approved by BCA.

The above stated funding support will be applicable to applications submitted from 1 June 2018 onwards.

* BCAA conducts familiarisation courses to prepare candidates for the skills assessment. The familiarisation courses are also available at various BCA Approved Training and Testing Centres (ATTC). Qualifying Criteria for Types (a), (b) & (c) courses

For local participants (i.e. Participants who are Singapore Citizens or Singapore Permanent Residents):

  • Achieved at least 75% course attendance rate; and

  • Sat for the assessments.

Note: For courses which SDF funding is applicable, participants should tap on the SDF.

For foreign participants:

  • Must possess at least 4 years of construction experience in Singapore;

  • Achieved at least 75% course attendance rate; and

  • Sat for and pass the assessments.


Qualifying Criteria for Type (d) courses

For local participants (i.e. Participants who are Singapore Citizens or Singapore Permanent Residents):

  • Achieved at least 75% course attendance rate; and

  • Sat for the assessments.

Note: For courses which SDF funding is applicable, participants should tap on the SDF.

For foreign participants:

  • Must possess at least 2 years of construction experience in Singapore;

  • Achieved at least 75% course attendance rate; and

  • Sat for and pass the assessments.


How to Apply?

(A) For Funding Applications

  1. Employers must agree with the Terms and Conditions before applying for funding support under the Workforce Training and Upgrading (WTU) Scheme.

  2. Application (https://www.bca.gov.sg/wtus/) shall be submitted by Employers at least one (1) working day before the start of the approved course or skill assessment to approved Training Providers before submitting the relevant course / assessment enrolment form by hand or by post.

  3. The following supporting documents must be attached together with the Application by the Employers including such other documents as may be specified by BCA:-

    • A copy of Employer’s business profile printed from the Accounting and Corporate Regulatory Authority (ACRA)’s QuestNet online portal.

    • For Employers of local participants, a photocopy of each participant’s Identification cards (front and back).

    • For Employers of foreigner participants, a photocopy of each participant’s valid work permit or S-pass or Employment Pass (front and back) and a copy of his employment records obtained via ‘Work Permit Online’ at MOM’s website as proof of his years of construction experience in Singapore.

    • A copy of CoreTrade Acknowledgement Notice, where applicable.

    • A copy of first SEC or SEC(K) certifications or SPM certification for Malaysians, where applicable.

    • To be mailed to BCA (Attention to Finance Department) - A copy of Giro Form to be duly signed and endorsed. Please note that funding amount can only be credited to your designated bank account via GIRO.

(B) For Claim Applications

  1. Claims shall be processed by WTU Administrators after the Training Provider has submitted the relevant documents upon the participants’ completion of the approved courses / assessments and the release of examination / assessment results.

  2. The Training Provider must upload the following supporting documents including such other documents as may be specified by BCA, for WTU Administrators to process the claim application:-

    • Course Attendance Sheets to prove 75% attendance rate.

    • Examination or assessment result slips.

    • Tax invoice or official receipt received for payment made to approved Training Providers.


Frequently Asked Questions

  1. Are foreign personnel eligible for the funding support?

    Yes, local and foreign construction personnel are eligible for training fund support if they meet the criteria. Firms must apply for the funding support on behalf of their employees.
  2. Are Goods and Services Tax (GST) funded under the Workforce Training and Upgrading Scheme?

    GST will not be covered under the Scheme. The reimbursement of the training and assessment fees is before GST.
  3. Is there a limit to how many applications I can make for the workers in my company?

    There is no limit to the number of applications that your company can make if your workers are eligible. However, each foreign personnel can be supported under this fund only once.
  4. Can other courses not recognised as higher qualification training in your list of courses be funded under the Scheme if they improve productivity?

    No. Only courses approved by BCA and listed in BCA’s website can qualify for the funding support.
  5. Will we need to submit a claim form?

    No. Your Training Provider will submit the claims on your behalf. Please monitor and ensure that your Training Provider makes the claim application within 1 month after the completion of the approved courses / assessments and the release of examination / assessment results.
  6. How long will it take for the funding to be disbursed after the claim is approved by the WTU administrator?

    After the claim application is approved, it will take about 3 months for the Finance Department to disburse the funding via GIRO. A payment advice will be sent via mail thereafter.
  7. Is it mandatory to apply for GIRO account?

    With effect on 1 September 2014, firms that tapped on WTU funding more than once are required to apply for GIRO account. This is to streamline the disbursement process and ensure that firms receive their claims within a shorter period of time.
  8. When can we start applying for fund support and make a claim thereafter?

    Your company can make the application at least one (1) working day before the start of the course. Claims will be processed automatically by the WTU administrator once the Training Provider has uploaded the necessary supporting document, on the condition that all funding criteria are met.
