Suspension of Identity Verification and Endorsement of In-Principle Approval (IPA)

In conjunction with the Ministry of Health (MOH)’s advisory, BCA will be suspending all Workers’ Identify Verification Services with effect from 7 Apr 20, till further notice.

In the light of this suspension, please proceed to get your worker’s work permit issued with the Ministry of Manpower (MOM). Employers can arrange for worker’s identity verification and BCA endorsement once BCA’s verification services resume before bringing the workers for fingerprinting at MOM Services Centre.

(1) Limited booking slots

Please be informed that slots for online booking and counter registration are limited as we are putting measures to prevent congregations of foreign workers. Applicants are strongly encouraged to select a later time slots if the preferred time slots are unavailable.

(2) Additional supporting documents

Please note that there are additional documents to be submitted when making your application. Please attach worker’s passport scanned copies (main page with worker’s photograph, details and page with arrival date stamp from Singapore Immigration & Checkpoint Authority (ICA) Singapore). For online users, please scan it together with Letter of Authorization and worker’s In Principal Approval (IPA) into to one PDF document (size not to exceed 2MB) and attach in your submission. Applications with incomplete supporting documents will not be accepted.

(3) Stay Home Notice (SHN) for newly arrived workers

Please ensure that the workers coming for verification have completed serving their 14 days Stay Home Notice (SHN) before they come for Verification. If they did not meet the requirements, BCA reserved the rights to disallow them from entering BCA premises and to cancel their verification appointment.

(4) Duplicate Booking of Slots for same worker

We have noticed that some users are making multiple slot booking for the same worker, thus causing insufficient slots for other users and additional processing time taken for our officers. We are monitoring the situation closely and action will be taken against for such irresponsible behavior and subjected to termination of user’s account in ORV.

To reduce the clearance time, please help your worker to scan the QR code or key in the link for completion of the Travel Declaration Form before their arrival.

After submitting the declaration online, an acknowledgement letter (in PDF) will be sent to your email address. Please produce this letter at the verification point, using printed copy or your mobile phone.

ORV allows you to register the workers for Identity Verification and check your registration status online. The Identity Verification is to be done before the workers proceed to MOM to apply for Work Permit. You will need approximate 10 minutes to complete the online submission for each worker.
